Invitation to Bid - Livingston 2025 Downtown Alley CIP
INVITATION TO BID
Separate sealed bids for construction of the Livingston 2025 Downtown Alley CIP will be received by City of Livingston at City Hall, 220 East Park Street, Livingston, Montana until 11:00 a.m. local time on March 6, 2025, and then publicly opened and read aloud.
The Livingston 2025 Downtown Alley CIP:
Schedule I – Alley CIP Improvements (2 blocks) 120 consecutive calendar days
Schedule II – Lewis Street Improvements 30 consecutive calendar days
Schedule III – Alley CIP Improvements (1 block) 60 consecutive calendar days
Work to be performed under this contract includes the construction of water mains (remove and replace), fittings, valves, sewer mains (remove and replace), signs, storm drain inlets, bedding material, backfill, dewatering (if necessary), compaction, testing, sidewalk removal and replacement, concrete curb and gutter, alley approaches, asphalt removal and replacement, work related to installation of lighting system and all other work related to construction of a complete and operable sewer, water, storm drain and street system. All work shall be done in strict accordance with the requirements of the contract documents.
The project is in downtown Livingston in the alleys and there will be a significant component of coordination with local businesses and City of Livingston Public Works.
The contract documents consisting of Drawings and Project Manual may be examined or obtained at the office of TD&H Engineering 234 East Babcock Street, Suite 3, Bozeman Montana in accordance with Article 2.01 of Instructions To Bidders. Required deposit is
$ 200.00 per set, which is not refundable. Contractors are not required to obtain Drawings and Project Manual from Engineer.

There will be a Mandatory Pre-Bid Conference at the office of Public Works, 330 Bennett Street, Livingston, Montana at 10:00 a.m. on February 25th, 2025. Interested CONTRACTORS are required to attend in-person or engineer can provide virtual meeting information upon request.
CONTRACTORS and any of the CONTRACTORS’ subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. CONTRACTOR is not required to have registered with the DLI prior to bidding on this project but must have registered prior to execution of the Construction Agreement. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to City of Livingston, in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided.
The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the OWNER.
