Energy Action Plan for the City of Livingston
The City of Livingston is undertaking a project focused on reducing emissions and combating climate change through Strategic Energy Management (SEM). This initiative highlights the importance of municipal buildings and transportation assets, which are major contributors to U.S. emissions. By enhancing the energy performance of these assets, the city can lead by example, reducing both operating costs and emissions.
The project's primary objectives are to establish a set of Energy Conservation Goals and develop strategies to achieve these goals. The 2020 Baseline Greenhouse Gas (GhG) Emissions Report for the City of Livingston and Park County identified key areas for energy conservation efforts: solid waste, wastewater, buildings/facilities, and the city’s vehicle fleet.

- City Hall
- City-County Complex (Fire & Police Departments only)
- Public Works Campus (including Water Reclamation Facility)
- Six Municipal Drinking Water Wells
- Civic Center
- Cemetery and Parks
- City Fleet
Proposed Tasks Include:
- Community Workshop: Facilitate a workshop to set and confirm energy conservation goals based on the GhG Emissions Report.
- Goal Translation: Convert long-term goals into specific, measurable actions.
- Project Identification: Identify energy efficiency projects and prioritize them through assessments.
- Benchmarking and Monitoring: Develop a transparent process for benchmarking, monitoring, and reporting energy and water use in all municipal buildings.
- Operational Policies: Establish revised operational policies for municipal buildings as needed.
- Construction Standards: Set standards for renovation and new construction of municipal buildings.
- Communication Plan: Develop a plan to inform the community about conservation goals and activities.
- Resource Identification: Identify necessary resources and define roles and responsibilities for staff to maintain the process.
This comprehensive approach aims to position the City of Livingston as a leader in energy conservation and sustainability, ensuring long-term environmental and economic benefits for the community.
